New Zealand’s plans to introduce an unemployment insurance scheme funded by a new payroll tax on employers and employees, raises more questions and concerns for employers.

A three-month consultation is underway on the proposed insurance scheme. If adopted, the plan would provide workers 80% of their income for seven months after they are made redundant, laid off, or have to stop working due to a health condition or disability.
