For employees awaiting the outcome of an internal investigation, there will always be one burning question: how impartial can this investigation really be?

Take the Sue Gray report into the UK’s “Partygate” scandal, for example. Before its release this week, the prime minister and his cabinet had repeatedly stressed that the “independent” report into lockdown-breaking parties in Downing Street would be published in full.
